Meet the team behind Phoenix Rising — dedicated to building learning, evidence, and governance conditions for anti-racist transformation in healthcare.
The purpose is not to add anti-racism around the edges of existing systems, but to improve mainstream practice by identifying where racialised harm appears and amending the service accordingly. This system supports anti-racist change as an operational responsibility, not an optional cultural add-on.
Phoenix Rising does not replace quality improvement; it extends what quality improvement can achieve by making anti-racist learning, evidence, and accountability more scalable, system-wide, and durable through a digital-first infrastructure.

Phoenix Rising exists to equip healthcare leaders with the reflective capacity, practical tools, and collective commitment needed to create genuinely anti-racist healthcare environments. Through the Phoenix Cultural Liberation Methodology, we guide leaders on a transformative journey — from awareness to action, from compliance to genuine cultural change.

Co-Founder & System Director
Edward is a specialist in transformative learning design and oxytocin-based methodologies. As co-founder of Oxytocin-Learning Ltd, he brings a unique blend of neuroscience-informed practice and deep commitment to anti-racist education. Edward co-designed the Phoenix Cultural Liberation Methodology and leads the system's strategic development, ensuring every element serves the goal of lasting cultural transformation in healthcare.
Dr. Jacqui Dyer MBE
Co-Founder & Clinical Lead
Dr. Jacqui Dyer MBE is a leading expert in anti-racist leadership and cultural liberation. With decades of experience in mental health, community advocacy, and NHS leadership, Jacqui brings unparalleled insight into the systemic challenges facing healthcare professionals from racially marginalised communities. She co-designed the Phoenix Cultural Liberation Methodology and provides clinical oversight for the system.
